Some other games had serious issues with players selling accounts privately and, at the end, all of them made selling accounts a lifetime ban offense.

It's not intended to stop private sales (as if any actually happen anyhow?).
This is geared towards vets who want something more to do in the game and/or want to contribute monetarily to Guild Software. One could simply spend time levelling up new accounts and then offer them for people who want a "head start", all in exchange for a little cash.
There's been plenty of requests for another crowdfunding or microfunding specific issues -- we all know GS needs more money.
The only complex part is authenticating the transaction, which I am imagining could have the development costs covered by the money it generates.
How else is it a can of worms?

This is what brokers are for. Two people that want to conduct a transaction find a third party that they both trust. The broker takes possession of the traded items, verifies that all terms are met, and then transfers the items to the respective parties.
Transfer of VO property is subject to VO EULA. You can not "sell" VO property, because it does not belong to you. It belongs to GS. You can "transfer possession of" VO property, from one character, to another character. You can charge real life money for the "transfer of possession".
I would act as a broker, or as a producer, if there was enough cash in it to make it worth my while. For example, I could "transfer possession of" a level 4/4/4/4/4 account for about $20.
But I just do not see how, with the current player population, there is sufficient market to make this of economic interest to the devs.

Of course what I'm talking about is transferring of possession. Word it however you want. And certainly if indeed there aren't enough indicators to suggest that it would generate enough income to be profitable there is no reason to do it.
It might be something that would be good to do alongside the STEAM release (if it ever happens)... where we have a larger influx of newbs that are hungry to move ahead in the game.

-1. Selling accounts is something to be discouraged and penalized, not encouraged and monetized. Remember how disgusted people were at the idea of artificially inflating PK stats? Most of us do not like the idea of people running around with stats they did not earn themselves. That is not appropriate behavior. In-game achievements should not be commodities to be sold.

Dunno, maybe delete accounts where a pattern of the same player/payer opening them and later different players/payers take over is detected? Likely not worth Dev time, and VO's hardly popular enough to make it a viable business, but certainly an option to crush anyone who wanted to do on a substantial scale.

Most people would feel much more comfortable spending money on a formal transfer than an informal one.
