Being as this is a MILITARY operation only members in good standing with the military should be allowed to pass or board ship.
Everyone else should be turned back (friendly or neutral (UIT)) or destroyed (hostile)

Interesting. Why not tie what military you joined (combined with continued high standing -- speaking of which, do you get booted from the military if you become disliked?) to who can get through? I like it.
Serco voy: Destroys all Itani regardless of standing, any UIT with Itani Respected or higher and any Serco with Itani respected or higher.
Itani voy: Destroys all Serco regardless of standing, any UIT with Serco Respected or higher and any Itani with Serco respected or higher.
This would be the simplest and most logical way to go.

Well actually, I think the idea of shooting everyone (regardless of native faction) with disliked or higher standing with the opposing faction is a much simpler solution.
Think about it logically, anyone in that sector able to pass through the wormhole without getting shot by the uber turrets on the other side is probably there to provide that faction with business and therefore must die. Everyone else, on the other hand, is there to either pirate that faction's space or assist the war convoy - they live.
It also gives nationalists a reason to have KoS with the opposing faction. Pirates are currently the only ones who have a reason to be KoS with their enemy faction (whatever their native faction is)... nationalists, on the other hand, have no reason not to buy both Proms and Valks whenever they want.

ehhhhhhh. Standing is currently shown in terms of... standing. If you have high Serco standing, then they like you, end of story. That's why the military idea is a good one. Just shoot everyone not in your military.

They have docking rights with Serco [or Itani] stations, they're flying in Serco [or Itani] space, they have the potential to provide them with business. The goals of the War Convoys are just to cut off the opposing side from trading and CtC with grey as much as possible. Sorry if this makes Valk ferrying a little harder...
Players also don't need to be in the military to participate in CtC, just having a military-based target picking system would potentially break the infinite loop desired with the War Convoys of:
BS missions affecting War Convoys -> War Convoys affecting CtC -> CtC affecting weapons access (this will be the new weak link in the cycle after perfecting War Convoys) -> weapon access affecting the outcome of BS missions -> ...

Itani fleet attacks all Serco, regardless of standing. It only attacks UIT/Itani players if they are Itani hate or below.

Would help define the two nations if they behaved slightly different, imho.

I cant see any reason why a serco would fire on a serco POS player even if they are itani. Fixing the faction issues so Serco and Itani are mutually exclusive would be a better way and make a lot more sense.

Each rank should increase pay and reduce repair costs by 10 percent.
Rank could increase based on xp earned in battles WON. (Lost fights get you nothing.)
Senior officers should be able to initiate major group combat missions.

As I said, you do not have to be in the military to trade with a nation, participate in CtC, or shoot the convoy itself. And too many people are tri nation PoS (including nationalists) to allow the War Convoys to make an impact if they were restricted to not firing on people PoS with their own nation no matter what. They should shoot everyone that isn't hated or below with the opposing nation and not respected or above with their own nation.
Give some kind of xp reward for destroying the ships in the voy.

Thanks PaK, I needed a laugh... though in reality, there is nothing funny about humanitarian relief getting shot up/bombed, the funny part was where you said they let it through. Check out the mortality rate for Red Cross and other humanitarian aid groups, you'll be surprised and or disgusted.

ITT traders complain out it being harder to make an endless supply of money.
Even if letting ships that have "humanitarian supplies" through was possible and not exploitable, it just wouldn't roll. Serco hate the Itani and the Itani hate the Serco, neither of them are fighting the war for some concrete and vital goal like more resources, minerals, or planets. Hell, even the damned nazis wanted "more space for the fatherland" and they still probably wouldn't have let Russians or anyone else by with humanitarian aid. And the damned U-Boats just shot everything, no questions asked and no warning given. And this isn't even that, the Serco and Itani just want each other dead...
Also, it is very rare that a player rolls through a blockade in VO. Imagine some Serco sit in Edras for half an hour without seeing a damned thing and suddenly an Itani XC jumps in. Think they're going to say "Oh wait, no, let him through... he's carrying Verasi Specialty Foods. That's humanitarian supplies." and let him by?

I would enjoy the risk of some random serco fleet descending upon me and adding a little excitement to my day.
Make sure they are trigger happy on the trip to their sector too. then no one in grey is safe either
