Sedina L-2, was killed by a an admire pilot, I am POS, no dialog showed up for forgive kill, and there was no faction hit for killing me.
Inside NFZ?

Shoulda paid.

The forgiveness dialog only appears if you were killed in a monitored (or guarded) sector and the killer received a faction penalty.
Sedina L-2 is a Xang Xi station sector. I've never checked, but I would assume it is guarded just like every other station sector I've seen.
Were you suffering from TempKos at the time? Because that does make you a free kill for the duration.

No I was not TempKOS. Sedina L-2 is a Guarded XangXi Sector. I know the killer received no faction penalty because it was my alt :3 hehe

No, I was not. It was simply to rid the bounty. No duels, no tempkos, both admire.

When you have a bounty on your head, it makes you fair game.

Correct. A bounty kill does not cause a faction penalty.
Neither does defending against someone (they shoot/damage you first and then you kill them in self-defense).
Also if you are group members, penalties are not applied.

That's very interesting. And a great role playing incentive for bounty hunters.
Wait, since when was that self defense exemption a thing? Because the lack-thereof was one of the big items the carebears liked to wangst about. So now I'm wondering how long we've all been arguing for/against adding a feature that was already a done thing.
