There is no real need to fix it or declare the end of the Deneb run. A dishonest victory does not taste sweet. If someone feels they need to cheat to win in a race I say let them... I feel nothing but pity for such person. I am sure they will soon realise that too.

On a side note, if I had modified ships the last thing I would do with them is race them... They are worth far more than the top prize for the Deneb run, and running them around the universe would create unnecessary risk. Instead I would keep them in the hangar and wait for selling functionality to be implemented (and repeatedly ask the devs to implement it). Then I could sell them to some Serco or Itani who accumulated too much money. I am sure any UIT national will agree with me.
