So, Discord inherently has the ability to enforce "slow mode", where any individual is rate-limited per-unit-time (as Sagittarius A mentioned above).
I've configured the "100" channel on the Discord side to once-per-minute.
I'd rather start out a little permissive, and lock it down further if needed, than go too far the other way. If the delay needs to be increased, we can talk about that in the future.
Also, do keep in mind that raising issues about relay usage with the Discord mods (Luxen, Whistler, Nihilus) will also result in action being taken. We aren't all watching 100 all the time, but action is generally taken when we're aware of problematic behaviour.
I would rather remove problematic offenders, or "instruct" them in how to behave better, rather than hard-limit the channel for everyone.
So, we'll try the once-per-minute thing, but also please consider reporting issues to the mods.

There's also ways to mute people in discord and a bunch of other things that I know nothing about, its pretty reliable of an app.

Yup, we're aware. Hence the recommendation of contacting our moderators on Discord if an individual is behaving badly.
