Backstory wise, the war in Debeb is at a standstill. It's been going on for however how long is mentioned in the backstory+ how ever long the deneb missions have been in game(unless time is a standstill in the game, and we are experience a ground hog day). The backstory for 4294 even states that "... but begin to pursue fleeing Serco fleets through the wormholes".
As GR O-4 has been the border for the Serco Dominion for generations, it seems resonable to me that defensive turrets would be in O-4 to protect ships as they flee back through the WH and past the station.
The Serco Dominion has had hundreds of years to dig in and make a perfectly defendable beachhead to attack the Itanai from. I see the turrets to be similar to a modern day military deploying surface to air missile launchers and ground based Phalanx style defensive systems to protect their forces in a hostile/overseas environment. It just makes sense.
