I don't think UIT and Corvus should exclusively dislike one another (i.e. sum = 0). There are plenty of examples in history of organized crime figures who utilized their acceptance into polite society as a cover. (i.e. feared by one side, respected by the other)
This seems to be where all this is going however. I think the whole sum of 2 factions = #balance is overly simplistic. Quite frankly something like the faction system in Vega Strike (where a player's action had splash effects with factions other than the one affected due to political relationships between factions) would work better. This would allow people to find niches in the faction system which allowed them to best in a manner they like. Nevertheless, as much as it would pain me to lose yet 2 more gold bars, some degree of exclusivity is to be expected.

Create a single unaligned slum station with very limited supplies for the homeless - no defenses, NFZ strike force or other rules. The place should look and be a dump.....(subject to frequent robberies?) It would simply be a derelict station long abandoned and taken over by the scum of the verse.
It should also have a no questions asked policy which includes installing any equipment onto any ship for a steep price and a small across the board faction hit as well. Perhaps 10 points per transaction
Any actual dealings with corvus should create a small faction hit with several of the other minor factions (the major factions consider Corvus to be a legit Corp ) Corvus faction should decrease in a different manner then normal - events that might bring scrutiny to corvus such as smuggling convictions would be likely candidates
This would allow Corvus to be what it is meant to be. A shady but legit Corporation.

The greyhound should be a mutually exclusive ship. If you can buy a valk, udv, or serco vult, then you should not be able to buy a greyhound. If you can buy a greyhound, you should not be able to buy any of the others.
Every character should have access to only one super chaser.
A simple implementation is that either corvus will only allow admired standing if you are not admired by any of the super three, or, if you prefer something more exclusive, corvus will only allow admired standing if you are disliked by your native faction, or, even more extreme, corvus will only allow admired standing if you are disliked by all three.
specifically, corvus should not be counter to uit, but rather should be counter to your native faction, or worse, all three super factions. corvus is an equal opportunity hater.

Again with requiring a "maximum" standing... This makes no sense. No seller is going to insist you be hated by some group before selling you something. Respected or Admired locally, or elsewhere, sure, but there should never be a "maximum" standing requirement.
That's just not true faille, A serco would require a maximum standing with the Itani, corvus would require a maximum standing with the UIT in a number of scenarios. It represents the fact that they just wouldnt sell those things to people of importance in enemy or competing organisations.
Of course factions should limit who they sell to. Serco should not sell a prom to someone who is going to use it to go fight for the Itani in Deneb. And how would Serco be sure that a pilot does not take that prom to go fight for the Itani? Simple, make sure the pilot is hated by the Itani.
It is common sense, and factions have too little of it. When you say "sellers", you act as if we are talking about drug dealers on the corner that respect no loyalty or regulation. We are talking about faction controlled stations, subject to the rules and regulations of the factions that control them. It makes sense that a faction would make regulations to prevent it's specialized equipment from being used in a manner detrimental to the faction's interest. When a seller has a monopoly, it is common for the seller to leverage that monopoly to it's fullest potential. And in this case, the "seller", is a faction controlled station, and the monopoly is equipment available no where else in the galaxy.
The enemy of my enemy is my ally. If you wish to prove your loyalty, prove your lack of loyalty to any and all of my enemies. A person can not have two masters. Free yourself from any other master, before claiming a new one.
Corvus should specifically cater to those who have limited loyalties otherwise. Corvus should not allow admired standing to any pilot that has admired standing with any super faction(s).
Corvus should give special considerations to pilots hated by their native faction, and even more so, pilots hated by all three super factions. An automatic bonus to base standing and/or special missions to quickly gain standing, as examples.
edit: And likewise, no super faction should fully trust any pilot that has admired standing with Corvus. The admired standing exclusion should be a full four way exclusion. You should only be admired or better with one of Serco, Itani, UIT, or Corvus.

+1
@RTS/Roda
I agree with you, but that is already reflected in the faction exclusivity. I.e., any player with Serco rating high enough to buy a prom is automatically hated by Itan. It just adds complication to have a dual system of faction exclusivity and maximum standings for competing factions.
@Keller
In principle, yes, and I think that is what TRS meant earlier when he said faction should represent gameplay choices. You do something for blue, you gain some blue and lose some red. In principle, that is what they have now, except for not determining per mission what the relation is between loss and gain. Inc specifically said that he will work to make it possible again (but very difficult) to have decent standing with two competing factions, so obviously they only see this exclusivity as a simplistic start from which to build a more fully developed faction system.

Yeah, OK, Serco vendors would not sell to the enemy, and vice versa, but they are at war. Corvus and UIT are not at war, and the mutual exclusivity I've +1'ed should suffice.
Since we have warning of intent this time around I'm going to go buy 1000 corvults, hounds and mauds before friday now.
Why all the craziness with locking out all of the competitive ships? Things are already pretty limited now. Corvus is like the last-ditch for a good combat fighter when you're far from your nation's space.
If all of the good fighters are going to become strictly faction-specific, then it might be time to take a look at balancing some of the higher-end standard ships to make them less of a joke in comparison. The Vulture MkIV and Warthog MkIV both suck hard for how much they cost.

The point is to make the factions and jobs finally unique. everyone doesn't need everything, the point is to do the best with what you have to beat what you don't
Spence, I figured that people would stockpile at the mere suggestion of this, but that's hard to avoid and still get the public backing this suggestion needs. That being said, it's different from the Itani/Serco thing, since people will actually be able to juggle their standing depending on their need.
Now that people have had a chance to stockpile, let's do this.
If you get your wish, and I hope you don't, then VO also needs to consider the Conquerable stations and M-7 in particular, as it is a Corvus station. If we have to be hated by Corvus to do trade and buy ships in our native nation, then how would this play out in other stations that are Corvus or aligned with them.
From what I know, Corvus has always been a "black market" type of faction that will sell to anyone and I see no need of changing that.
If the Pirates really feel they need a Station of their own, then VO should consider a new System attached to grey in Odia or Sedina that could be the "Pirates Lair". No one would be allowed in it if they are not Hated by the Major Three. This would leave Corvus as is to be the "Black Market" of the Verse.

Conquerable stations have always been outside the faction system mechanically, and never tied to a particular faction. You can have circus pod and the conq stations shoot you if you don't have a key.
