I say you give it a small port (storm radar, extra beam, bot defence, etc), increase the mining license requirements to 8-10, put a price tag on it of around 45k and put the turbo energy at 55 e/s.

Price tag: No bombing, no swarm spamming.

Turbo energy: No bombing, and it needs a lot of power to move that mass.

Small port: Above reasons.

Mining licenses: Mining specific, should be made a goal of miners, built in equipment.
