the UIT pilots that assist either side should not get standing bonuses. They are mercenaries, and are liable to turn sides at any point.
Either that or make it so that there are two items up for grabs, one based on total cargo delivered, the other on how much of it was delivered by serco/itani.

I just wanted to point out that if you take UIT out Itani would still be winning.
A reason that there is more cargo brought to the station by Serco players than Itani players is that Serco don't defend the transport bot, they let it die and they try to kill the person picking up the cargo. I have successfully escorted tons of convoys which have been attacked by 3-6 serco. All of that cargo gets deliviered by a bot and no credit is given to me (not saying there should be, just this is a cause of missleading numbers).
