I have my number 2 combat pilot license and enough points to get my 3 and 4 licenses but when I go the capital station it doesnt show up on the buy screen. Sir Ny subject should say Unable to Buy Combat Pilot License

I believe that you probably had another mission open. It is necessary for you to dock, select the mission you have open, and "Abort" it.

Another possibility is that you are not docking at a base which allows you to obtain a license (for instance, if you were a Serco docking at an Itani station).

did you have enough credit to pay for the license?

Either what FM said or checking your "Missions" screen. License Missions are not on the "Buy" screen.
