They pile up over time and, not surprisingly, quitting the client clears them.

Heh those are character ids. The really large numbers are bots in the station i think. However I didn't think bots ever actually enter the station interface.

What did you think bots did when they weren't out running after players?
Coming back for a little R&R (recharge and ROM-Wipe), of course!

I don't think an AI has an allowance. Of course, if you're a hero you'll be offered drinks right and left anyhow.
