Are we supposed to be able to dock with it? The docking symbols appear on my radar, but I am unable to dock in any of the docking bays except for the Ceres-class station.

No, it's not a real station. The "S" icons on your radar appear simply because your radar sees the docking bays; it doesn't know whether they are functional.
