So, I don't think anything is "bugged" here, this is more like a User Experience problem (which we're definitely aware of), in that we currently don't indicate mission progression very well at all. Missions build in trees off of existing missions, and sometimes it's pretty unclear what they player needs to do to reveal them.

Basically, there are several missions that have multiple retries, with unlocks after additional successes.
