PCB'd npc capships are teleporting

Tonight we experienced a NPC connie warping while being PCB'd. Two players had the connie drained, but the connie was able to warp with no warp animation. One second it is there, the next it is gone.

Both players were using pcb turrets. The NPC ship was stopped at its jump point. One player is on Linux, and other is on Android. This phenomenon has been witnessed by other users using Windows and mac.

Also have had this happen on at least three occasions. The first was shooting the constellation in Odia M-14. The other two were convoy capellas. In all cases, it would seem part of the issue is how long they are unable to progress.

With the Capitol system Connie's it's because they despawn after jump. The same phenomenon is observed when a convoy capship jumps to its destination sector. It will jump out again and won't be in the sector it says it jumped to. It's despawn jump can't be stopped with any amount of PCB fire.

Witnessed the same while attacking a Capella in Latos 0-12 which was being PCB'd and it was sitting idle while we had it drained and were bombing sheilds... then suddenly it jumps out .. There is something definitely going on here with capships jumping while PCB'd

We should have this fixed sometime soon. Basically, we had some odd cases where convoy ships were getting "stuck" and piling up, degrading sector operation. So, a fail-safe measure was added a couple of months ago, to make them "leave" if it had been 15 minutes since they tried to start leaving.

But, we'll add a contingency that factors in their energy state.
