For some reason, my license levels seem to be stuck at 4. Even after completing many combat/light/heavy weapons missions, and receiving messages that my license points have increased, there is no visible gain to the license levels. Still stuck at 0/10500 or so. Please fix. Thank you.

You need a premium subscription to get licenses above 4. Though starting today everyone should have a free premium subscription.
