If I stuff four empty Behemoths inside my Goliath... then launch in one, another player can still dock. However, if the Behemoths have cargo inside of them, it will not allow the player to dock- giving the "ship is full" notice instead.

How does cargo inside a Behemoth cause it to take up more space?
