I unstuck them, but the devs will need to chime in regarding the why and when.

I was told that if an itani goes off into the boonies of a ctc sector like B8, then they start snowballing there. unable to target but aware of an enemy, they become a swarm like that.

dunno how accurate that is, just what I was told.

It is any player, in any CtC sector. If a UiT who is Itani admired sits in Bractus C5 they build up there too. B8 is just more likely to have players so is noticed more.

This is the first report about this behaviour that I could find, and although it isn't a very thorough report, you can see this problem has been about well, since forever. Would not hold my breath as CtC (and the bots that run with it) is borken in all sorts of wonderful ways!
