Your video shows you lagging around, so you'll have to check your connection to the server.

That happens to me for at least a couple of months. Just leave and take a different one.
(my ping in europe is 16ms, as soon as it hits Level3 it goes up by 90ms)

NO bug, nor connection issue. Connection confirmed good with 0 packet loss or hops issues.
Likely VO needed restart something.
Anyhow after 3 days and no issues with any other games, VO gameplay seems to be solved for now as if someone restarted a server or router or something.

So NO BUG here.
