Combat lvl 4, Light lvl 4, Mining lvl 4, Trade lvl 3, Heavy lvl 3.

I've done tons of missions but nothing brings any skill over lvl 4. After lvl 4, all skills remain 0/10000 even if mission completion says points have been added to combat, light, etc.

Any help would be appreciated.

Free to Play and Lite Sub are capped at level 4 - you must be full sub to advance any more

A full sub is required to advance beyond license 4. However, quite a bit of horizontal progression is available at this level; VO is not like WoW where your character gradually becomes more powerful with every increasing level.
