Okay I'm not sure if this is intended or if its a bug so I'm posting here.
Currently bounty hunters can claim bounties from any nation. For instance: Player A is a bounty hunter for the Serco. Player B is Serco and the Itani have put a bounty on him. If Player A kills Player B, Player A claims the bounty even though he is not a bounty hunter for the Itani.

The whole system needs an overhaul. I don't think building on the existing system is worth is just simply due to how many bugs there have been over several years.
