At the time this was implemented, it was a low hanging fruit, but priced so that it didn't create a license to slaughter people at axia then go buy aaps. Considering you have to be uit non-hated, 10 mil is more appropriate IMO. That being said, it takes off -200 for subfaction respected kills. You have to try a lot harder to go kos.
