They have been lowered down, to as low as they can go. No luck.
I have created screenshots of my latest findings. I decided to give Vendetta a try in Windows. It ran faster...a LOT faster. But there were a few issues.
Chunks of the station missing:

Wierd Colors on radar:

And this was in sec 7, the station has chunks missing:
http://www15.brinkster.com/adamsresume/WinPic3.jpg
But when I back off, they re-appear:

Now in Linux, the textures are funky altogether, here is the station semi normal:

But when I get closer, it turns red:

Also, as I said before, the game in Linux runs TERRIBLY slow, and the textures take a considerably longer time to load than they do in Windows, here is a copy of my config.ini file if it helps:

yadayadayada, the rest of it I don't see as being too useful. I had to change the texture quality manually to 16, it was at 32. Does anyone see anything I am doing wrong?

Well, your first problem is that you're using a Voodoo card. Joking aside, try changing doshaders to 0, maybe do_env_combine to 0, and perhaps dovertexbuffers to 0. There's no way a Voodoo 3500 supports pixel shaders, so that definitely needs to be turned off.
Are there DirectX drivers for those cards?

"my framerate is shot"
Shoot it some more! duh..

I tried what you said, it didn't help. I'm thinking that Vendetta is ignoring the texture setting and loading 32bit textures anyway. That setting was changed when I updated, and I had to turn it down manually as I said. By chance is there a command that will display what texture depth I am using while in-game?
Have you tried using the 8mb "visual quality" settings? At the top of the Video Options menu.
