I've tried everything I could and researched this issue for a week to no avail so I'm finally posting here. I've had plugins working before on a different device, but on my current Note 3, for whatever reason, plugins do not work.

Facts:
1. Vendetta Online is found in /0/Android/data/com.guildsoftware.v
2. I have manually created a "plugins" folder
3. All plugins have been downloaded and copied to the plugins folder correctly
4. When I issue commands, I receive an error that says no such file or folder exists

Can anyone help me?

On my new phone the install location for VO was: /sdcard/Android/data/com.guildsoftware.vendetta/files/
I put a folder called 'plugins' in there and copied them in and they work. Are you sure you've got the right folder?

It's worth noting that newer Android versions don't have /sdcard/ as the actual mount location anymore, they do keep a link around for compatibility with older apps.

Ok, so the new update greeted me with a prompt saying it couldn't find a folder named "VendettaOnline" in my sdcard. This makes sense because when I download the game it automatically is installed on the local drive. I chose the option to "Reinstall" to rule that out. Plugins still do not work. I have moved the folder to sdcard manually. Still nothing. I have moved "plugins" into files folder and into the main folder. Nothing.

Anything else I'm missing?

Ok. So I did my third full uninstall. This time a folder with a new name was created: com.guildsoftware.vendetta. I created a plugins folder inside the files folder and we're a go! Not sure what was happening before, but I'm so happy to have droid buttons and targetless back!
