I was homed in Pelatus C-12, and got boomed by bots while screwing around in a moth. I then got a message telling me "You are not allowed to enter this Station", despite having active keys, and was instead sent to Dau.

Is this intended, or a bug? I'm sure I've been homed at a conq station before, and respawned there just fine.

Was the station attacked and reclaimed since you set it as home?

No, I've had this happen to me many many times. It's really annoying. If you're not going to let someone respawn in a Conquerable station, then don't let them set home there.

+1 to not allowing homing there if you can't respawn there. Either that or just let us respawn there as normal.
