This isn't a bug. You don't have the standing to dock. Get it up and they'll let you.

Yeah, that was an intentional change that happened sometime in the last couple years.

Get it up kierky and enter that trident, then exit, then enter and repeat until satisfied

Huh, didn't know that was intentional, sure doesn't make me want to do HS with a faction though.
