Just a heads up, the new Tunguska mission "Eye Opener" sent me to one of the now-botless scaffold sectors (I-8 in this instance) and no bots nor serco spawned. Had to abort and take it again to get a valid sector. Can you can exclude I-8 and J-3 from the roster of sectors this mission uses?

No; that will happen once in a while. However, if you hang out long enough (a couple minutes, I think - edit: I just checked on this: it's 4 minutes) the mission will spawn some bots to handle the case where you are in one of the botless sectors.
