There is no way to see other people's standing with minor factions in the vanilla game. Since this game is primarily about killing people, and the lack of this feature means you cannot tell whether a person is safe to kill, I consider its absence a bug. Just add a "Local" bar to the character window.

It's not like there is a shortage of space to be able to add a 4th standing bar on the character info screen either.

This is a huge bug that most of the player base ignores because they rely so heavily on plugins. Poor newbs don't stand a chance.
