my friend attempted to reprogram his buttons as well, and it didn't work. he tried to move that button even to his mouse, and he couldn't get the command terminal to open up.

That's because the Console Toggle binding only responds to the first key in the list. If you change it, you need to hit backspace to clear the bindings before changing the key.
