I cannot find "Search and rescue" mission

I am UIT, I can dock at Itani stations and my light weapons license is 9. But I still cannot find the mission in any commercial station. Why?

Search and Rescue has a maximum license requirement as well; It's only available up to Light Weapons license 8.
