...but it's empty. Does this mean nobody claimed any bounties or is the report broken? If there's no bounties why generate a report at all?

Could be empty because nobody claimed bounties between the time the game was updated and when the thing came out.

Even if it is empty due to no bounties collected, it still shouldn't be blank. It should say something like "No bounties have been collected this week". The blank entry is just wrong.
