The Itani have been winning in Deneb all this week, yet the war convoy isnt spawning. I even sat around at 8:00PM EST waiting for it today just in case it WAS spawning but someone was killing it all off.

Also, there's a convoy configuration (not IDV-badged) TPG Constellation Heavy Transport just sitting around Deneb O-3. Dunno if that's related.
