Sending "bounties" to a Serco marshal as Ishathis Bessuni results in a list of pilots with bounties, as if I'm already a Serco bounty hunter. I'm only a bounty hunter for UIT. I got the same behavior on the test server. I was able to sign up as a bounty hunter with the Itani on the test server.

It seems I can't sign up as an Itani bounty hunter either.
