this may be by design, so it is as much a question as a possible bug:

Is there some level requirement to see the manufacturing missions in the conquerable station? An ORE member who is 4/4/4/12/10 reported on repeated attempts that he could could not see the manufacturing missions at a conquerable station, while others with higher levels could. We made sure he was not in a group, but still he could still only see "Advanced Combat Practice", "Scrap Yard" and "Prospecting for Minerals". Since faction can't play into it, I assume it must be a license level or achievement that unlocks them. Thoughts?

My guess would be that they put a relatively high Combat level requirement in order to stop people from using multiple trial accounts to craft over the daily limit, or something.

I found one on the editor and the min combat level was 5
