PayPal not working

There was a problem processing your order: DoExpressCheckoutPayment API call failed.
Please check that you were not billed and try again. If this problem continues, please submit a Support Ticket.
Detailed Error Message: The transaction cannot complete successfully. Instruct the customer to use an alternative payment method.
Short Error Message: Transaction cannot complete.
Error Code: 10417
Error Severity Code: Error

I tried few times, from FF and Opera JFTC.

I did a quick search for that error code and came up with this:

It lists a couple of possible sources of the error.

Do any of those apply to you?

Yeah, somehow my credit card was not binded to PP account (although I've already did some purchases with PP).
It will take few days to rebind it so I'll let you know then
