Damage calculation for High Speed Flares is odd

Hi,

i was flying at ~200m/s and shoot 3 Sunflares at a Ship which was boosting towards me (maybe 160-180 m/s).
The Flares (~285m/s) hit him but they only did 2250 damage (50% of 4500).

Is that intended?
