Just restarted character and did a second to be sure. (wanted to test out the new from each faction perspective) I could not buy the ship in the basic tutorial it showed red as if I did not have the credits to buy it. A quit and restart got me back on station without tutorial but still could not buy a 0 credit ship still showing red.
