This might not be a bug at all but I remember someone saying that the alignment of Deneb B 12 was supposed to change based on the outcome of border skirmishes. The Itani won 2 consecutive skirmishes today and the sector remained Serco Unmonitored.

I fixed some stuff that could conceivably have caused this. If anyone notices it again, let me know.
