the tutorial mentions it in passing, but never guides you through it, suggested would be an "new mission" when you reach level 1 of either weapons or combat that introduces you to new items purchasable "elsewhere" and talks you through the various factions "special" reserve, along with the various pro's and cons between the different weapons.
