Bug or Feature: Additional Vector Acceleration
Try this... accelerate to 50m/s in physics mode (in a 50m/s max speed ship), hit the brakes and see how long it takes to stop.
Now do it again, only hit the brakes and thrust in reverse at the same time.
One more time, this time turn around so you're going backwards, then hit the brakes, thrust forward and hit turbo.

If I remember things correctly, this is proper behavior.
The "brakes" are sort of an automatic thrust control that brings your ship to 0 velocity as quickly as possible without overshooting. That means they won't use full thrust the entire time that your ship is slowing down.
Adding in reverse thrust partially overrides the brakes. While you are slowing down, you are using full reverse thrust, rather than the amount the brakes would use. You'll notice that you don't come to a complete stop, but start moving slowly in the opposite direction. It seems like the brakes ramp up to full opposite thrust, so you drift in the opposite direction but do not accelerate further, as your engines are effectively neutralized.
Your third case is really only brakes+turbo. Again, if I recall, the turbo only raises the top speed of your ship, rather than changing its thrust (with a few exceptions). It does, however, raise the apparent thrust of the ship, because the "force" opposing your acceleration is based on current speed vs top speed. Once your ship passes 0m/s and starts moving the other way, the brakes ramp up to full thrust again, so your acceleration is once again 0, but you are moving a bit faster than brakes+normal thrust.
