It just said "You won the duel" or something like that.

Still didn't count it.
My duel count didn't increment as well.
This person had a duel rating of 1000.
Maybe that matters, idk.

No, still. It seems it's recording the fact that you duelled but not updating your rating. I can recompute all the ratings. But I still haven't figured out what broke it exactly.

This thread needs to be upped in urgency. Isn't dueling a big part of pvp in vo? My duel rating has stayed at 1001 pretty much since I joined :( I'm pretty sure it's different now, though i'm not sure in which direction.

Meh, not so much. The only times I see people dueling anymore are when they just need to get rid of friendly fire for some practice.

hmmmm. I wonder if this has anything to do with that fact that the duel stats are borken? I bet people would duel alot more if they actually had their stats no?

From my experience, I believe most stopped dueling long before /duel was broken. I'm not arguing against you though, it should of course be fixed.
