I've tested the two rockets, and you're right, they do travel at the same speed. After about five minutes of searching, I haven't been able to track down the problem. It'll be fixed some time after e3.

Yeah. The rockets aren't misconfigured, either, from what I could tell. The velocities in the config match the velocities shown in the station. There's some bug; they must be slowing down or something, as if it thinks they're homing missiles.
