..is this a simple oversight, or a design choice??

it's annoying that I'll be monitoring missionchat, check the sector-list for a moment, and go back to the HUD to find myself in generalchat...

It's a design choice. Missions are slowly being changed in how they are interacted with by the player. Until everything is done, there will probably be some slightly annoying intermediate steps.
