Bounty Farming
Isn't this going to stop? People are getting multi millions from getting bounties and splitting the cash with a fellow bounty farmers. 1 from each nation a week makes for a lot of money.
The problem I see is that it's money coming from nowhere. What I'd like to see, is the "legal" bounties placed by nations on criminals take the money to pay the bounty from the player the bounty was placed on. Once "illegal", player-set bounties are introduced, those should be payed for by the player that sets the bounty. But the money to pay the bounty should come from somewhere, not just appearing out of nowhere.
If a player has a bounty on them, and a bounty-hunter kills them when they don't have enough money on them to cover the bounty, then what money the do have should be transfered to the bounty-hunter, and the bounty should remain active, just reduced by however much the the bounty-hunter won.

Beolach, that makes no sense at all, if a bounty is placed on my head, im supposed to pay the guy that kills me? MEH! Makes no sense at all, even in a game (think about it) and as for bounty farming, if more people activly bounty hunted (like my alt UPN has been doing, who has been rather succesfull at it too) then the bounty farmers would at least have an hard time.
If you commit a crime, part of your punishment is paying a fine. Makes perfect sense.
Not really, I would refuse to pay the fine, being a lawless individual (read as pirate), You would then have to take me to a court of law and possibly imprison me for none payment, ect ect. A bounty isnt a fine Beolach, in any stretch of the imagination, its a price on someones head.
all we really need to do to get rid of bounty farming is to provide some form of requirement on the bounty hunter.
right now bountys arent hunted (except maybe by UPN) they are usually collected accidentally. If a hunter had to be in some form of "actively hunting" mode (maybe you have to chat with a marshal to turn this on/off) where there were penalties for killing non bountied players or for dying, a lot of the incidental farming and accidental collecting would go away in a hurry.
I am highly against the hunted having to pay the bounty, simply because it makes NO sense.
I am a Serco pilot, with a -1000 Itani rating. I sometimes fly the border patrol missions or participated in the CtC. Every itani pilot I kill in those missions adds to a counter somewhere. (as far as I can tell) Once that counter reaches a certain point the ITANI government places a bounty on my head.
The serco government doesn't consider me a criminal, they consider me a loyal soldier. (+1000 reputation)

personally, I don't see the big difference between bounty farming and the fact that asteroids never run out of ore. both things are annoying. :-(
Yes this does happen, though not as often as you'd think. One of the issues that exacerbates this is that, while bounty hunting definitely does occur, it mostly occurs through either CLM or BLAK, or both. These guilds also get a large amount of the bounties place on their heads and because they actively hunt they also pick up a lot of bounties.
I probably participate in a bounty hunt at least weekly. As soon as someone with a decent bounty is online i'll be targeting them.

another thing is the simple fact that huge amount of the fighting happen between BLAKs and CLMs. it also doesn't help to look at the online stats recently -- half the people online at any one time are BLAK or CLM.

^^ spellcast hit it on the nose, you shouldnt just be able to willy nilly collect a bounty, it should be a mission, you pick which player you are going to hunt, and if you kill anything else or die while on this mission it incurs a hit somewhere, I say a small amount of weapons xp for killing bots, same combat as killing noobs for killing anyone other than the person you are hunting, and if you die you get the same drop in total xp the guy with the bounty gets if you kill him. That would make both sides have some danger and not just require randomly killing someone with a bounty. Perhaps also make it so anytime the guy being hunted warps while being hunted it gets announced on a special bounty channel.

I agree somewhat with that. But I think that making it a mission to the exclusion of all other activities (if you weren't allowed to kill anyone else) wouldn't gel with the fact that any given player can drop out of the game for a few days.
I would like to see it so that you had to declare your intent to collect on a specific person with a marshall, and then maybe you had a time limit before you had to go back and declare your intent again. Maybe a couple days? But I think that you should still be able to partake in other aspects of the game.

spellcast in my opinion implementing a little swtich as you call it would increase bounty farming.
Why you may ask, due to the fact that less people accidentally stumble upon a person with a bounty. Which defacto ain't bountyfarming but just luck.
So more people are going to do the hey i'll give you my bounty if you give me yours...or i'll split the money with you type of behaviour. Heck bountyhunters are going to be more easilly bought for a lesser amount of the money due to the chance of possible hits to stats (or whatever). This will not stop bountyfarming, it will even increase it since bountyfarming is the result of people wanting to make a job easier.
Just keep it as it is but make it impossible for people within the same GUILD (and their other alts on 1 account) to hunt for somebody else within that guild (and their alts). Natural having 2 accounts kinda circumvent that, but for consistency sake and ease of use I don't really mind. One more small thing, with hunt I mean collect the money not physically kill them in game.

let's also make it so if anyone in your guild, or any alt of anyone in your guild, moves Xith to Divinia, you can't deliver to Pyronis.

euhm you can hunt whatever you want... you just don't receive the money from the bountyhunt... which is defacto not a biggy...
Maybe to give you some reward they can offer you like 20% for the deed while the rest of the money gets reimbursed to the "issuing government" and will be used to add to ht enext bounty. (but I can't think of an rp reason to do so... on the other hand I can't think of an rp reason to do so for not receiving the entire amout so it is kinda pointless anyway)
Since give me one reason why people should be able to log in log out kill a friend and reap x money or use guildchat to track them down easier. And repeat this endlessly? What is the RP in that... I know it is still possible, but I do know however that this behaviour gets exerted more within a guild then outside it although not for 100%. Naturally I'm sure that if 1 account only had the ability to join 1 guild, there was no need for this since we could just say no bounty receivable on guildies. But it would however cut down severely on this behaviour.
But like I said, give me a comparable idea with the same effciciency or preferably even better and i'll accept gladly. But giving people statdecreases and stuff just because they shot somebody in between hteir hunt that was protecting for instanc eth eperson with the bounty... ugh that would be opening up an entire new can of greefingoptions... and this just to stop bountyfarming...

if you stop people from hunting people via relations like this, make it so one player can only do CtC for one side, and so faction standing is based on players, not characters.
and you know what, BLAKs with bounties don't use guild chat. most BLAKs I know of that get a bounty don't _share_ the bounty as much as they'll fight interesting people over it. I have one bounty from Yoda, and I had to hunt him down for it.

as for this being an exploit, well, why don't the rest of you hunt people with bounties? look at the online stats, look at the amounts of internal kills in BLAK. the bounty kills are statistically insignificant, we kill eachother all the time. I mostly fight BLAKs since there's hardly that many others to fight. how odd is it then that we also get a large lump of the bounties, considering some BLAKs also hunt bounties like mad.
(bounties are incidently what keeps a lot of pirates alive, as you can't survive on pirating itself, hence the extra vigour in hunting.)

Actually that's an interesting point. Other than the odd accidental bounty, or those that are being flaunted, the only groups that seem to specifically target people with bounties are BLAK and CLM. I don't believe I've ever heard of a group of TGFT, Viper or IGPK and so on specifically hunting someone with a bounty. BLAK and CLM definitely do pursue the bounties though. Many is the night when someone's sat beside the marshal feeding us information about someone with a bounty.
Edit: Actually I have also been involved in ad hoc groups that have targeted bounties. These don't happen terribly often though.
