When I said to take advantage of it, its in light of the fact that others are using it also. And expecting the police to protect you doesnt help much when the guy you want protection from has the gun to your head (aka, sitting outside a station in a bus with someone who wants to slaughter you right there) sure, the cops will protect you, but youve already got a bullet in your head.
If others exploit, I have to exploit as well? If others jump in a pool I got to jump after them?
Well in that case I have bad luck, and hope for the deathpenalty to be in effect for that person. Taking the law in your own hands will just make it worse. Uhh, I didnt read it all, but heres the complete unwritten rules.
Damaging in the NFZ results in Temporary KOS, no matter what.
There is no rule about killing in NFZ at all.
Outside of NFZ is considered monitored space. This reference will be used from now on.
There is no rule for damaging in monitored space. It does warn you not to kill respected (protected) people though.
If you kill someone respected in monitored space, you take a standing hit.
If you are Hated/KOS/Temp KOS, the Strike Force will attack you.
I think, the initial claim of injustice was a bug in that SF didn't chase. The rule about being killed in monitored space should also be applied to in NFZ, since NFZ has no rules about deaths. That is the apparent assumed rule that people say are being broken. There is no rule about killing in NFZ, thus, you can't break any. There should be a rule though...

Fnugget, there used to be a standing drop for killing people inside monitored space and no fire zones, this is actually related to an even worse but fixed bug.
Basically a Serco used to be able to seriously grind faction in Serco space by killing Itani NPC's or Serco hated Itani inside the no fire zone (Same for Itani inside Itani space) but not only did it let you go from -1000 to +1000 in less time than it took to type this, it also disabled the strikeforce and station guards, as your *temp* KOS standing also rose, once it hit -600 you could attack ANYTHING at that station, including other Serco's (heh, someone must remember) so to correct this, the devs made it so killing inside a no fire zone(or while already temp KOS) didnt raise your standing, with the nasty side effect of it not dropping either.

being UIT, I never really cared about Itani hating serco, or serco hating itani stuff like that. =p. at least i didn't find the rules i posted were wrong.
