my idea was that if you give them money that sometimes they come back as a rich person and give you presents but 90% of the time they spend it on drugs or something

I don't think that bringing in drugs into the game would be politically correct.

drugs already are in the game if you count the backstory

i remembered this thread existed, started to read it again, and wondered where these space hobos would come from...

if hobos they truly are, then not a station should they originate.

if there was a "constellation" ship that you could spawn from, just one ship that makes it's rounds of the universe distributing a constant of NPC hobos; once located, a player could "make home" there and base that char as their own personal hobo.

this would enable it be considered "riding the rails" and give this idea some flight.

hobos come from their parents. in this game, there is no sex, and therefore no hobos. qed.
