That would give you 3 lieutenants, but the limit is 2. Do you want to move somebody out of the lieutenant spot?

Woops sorry Whistler just realized i forgot a step. Please Demote J.A Keller from Lt but leave him on council. Then add Cpt to the open LT slot. Sorry and thanks.
