At first glance, this will hardly be a hindrance to really dedicated griefers but it may give pause to those wanting to follow brand new players out to empty sectors during Training 5 or Basic Flight Status Test in order to kill them without penalty.
Yes, all jokes I did about shooting f2pers aside here. But... this is exactly the problem, Phaserlight. Nowhere should be safe in space. If somebody decides to be an asshat and kill people in their capitols after waiting for 20 mins to chase them out to an empty sector, he should be able to do this.
Now all a chat troll or a random enemy has to do is fly to their nation's capitol (e.g. UIT to Dau) and nobody could fly there and kill them without ruining their standing and getting killed, even if the target decided not to sit in a station and flew into an empty sector.
There is basically... COMPLETE safety in capitol systems now.
In my opinion, this goes too far. But I guess the devs spent good thought on it and there may be a good reason that I am not seeing right now.

I think you are overestimating the relative safety one might have in a Monitored sector.

As I'm reading this they still can... just not in Dau, Itan, or Sol II without accruing Hated standing. As I mentioned before, this won't be a problem for some players.

This didn't slow SWA or CLM down for 1 second. We rolled through Dau L-10 with impunity last night before forcing a dent to log off in Verasi. It only stops those that are concerned with their UIT standing.
Instead of more magic can we get something for the vets to do otherwise the poor noobs and f2ps are going to be hunted even more with these challenges
There's actually more information on the release News post, but basically the Monitored thing was supposed to happen years ago. It isn't "magical" at all, if one is willing to accept anything else about the VO universe. Urban locales have more sensors for more effective law enforcement. This actually is completely true today as well, with gunfire location systems and the like, which also don't prevent people from shooting one another, they just inform available law enforcement about where it's happening.
So, no, it's not going to really stop dedicated pirates. It's just one reasonable step to mitigate a few issues in Capitols that was supposed to happen long ago.

We are working on other content stuff, and addressing some long-neglected platform(s) and trying to generally bring the game "up to date" in a number of ways. This is soaking up a lot of coding time, but I'll be posting about some more un-announced content before long, which I think will be of interest.

sieger why does this concern you? are you not the grey....what ever you call yourself. This should make a cap system more safe for new players, i was new and someone invited me to kill a queen and some griever warped in sector a few mins later and killed us and i always thought dau was a fully safe system (not counting non UIT people). in my opinion i like this idea but inc, what if some people are queening and cross fire happens and one of the guys killing the queen escorts gets killed does the guy who accidentally killed one of the team get the KOS in UIT? with the CLM and SWA that only stops them from being in a empty sector taking a cup of tea for a min, they can be in a non UIT station sector get reps, you only stop one thing from greivers not everything.

It bothers me because I still have this oldschool opinion of "nowhere is safe", heh. Incarnate is right with saying it was long planned. And technically it's still not safe, the people scoring the kill just lose standing everywhere they do it now, and not only in the station sectors.
I suppose I just felt it was too much new "magic".
Come to think of it, is is ironic that the static queens will spawn in monitored empty sectors now and the UIT doesn't care a single bit. But if some real player fires his guns at somebody else, they get mad. :-P

So if people forget, or never used to create a group when queen hunting, this could potentially make them KoS either by a player getting confused on the forgive screen, or just if the said player gets mad for what is really an accidental kill, he can then KoS the other player...

I'm already tri kos, so what difference does this make?

Accidental kills can happen, but are not an very common case, and already have some built-in mitigation. The possibility of moving Queens out of Capitols is not really a major loss either.
Having newbies frequently getting ganked just while trying to do tutorials, without factional repercussions of any kind, is lame.
This was the right thing to do. It isn't some major change in character, there's still "no safe place".
But I have been talking publicly (for a decade+) about a "gradient of relative safety" that is higher in the Capitol systems, and then falls off from there, down to grayspace where everything is fair game. So.. yeah.
This is not intended to be an "absolute solution to X or Y situation", it's a small incremental change.

when i was not UIT POS i got killed in arta once with a buddy and it never showed forgive option...not that i would not forgive or anything lol, i just wanted to know if there are fail safes for this type to happen and accident kills happens a lot, its called newbies (lol).
