I'm pretty sure the sector resets (turrets respawn/ownership resets) if everyone leaves the sector for five minutes, you just need a willing opponent. Yesterday me and Strat agreed to do this (Mistena Kosmel or Nahin Lor or someone else decided to conc the turrets) and all was well, we had a good time (well, until the defenders killing their own turret thing, but that is another matter that has been dismissed). But this isn't exactly full-proof and we discovered that it resets ownership completely.
I would not like some mechanism, however, that would make turrets completely stationary for a couple of reasons:
1) The fact that the turrets get knocked around so much by concussive force makes it so bombers can't just swarm-and-forget and often forces them to stack their missiles, making them vulnerable. It's a good defensive mechanism.
2) Players can make strategic choices about the placement of their turrets. I.E. putting them in the dock limits their cone of fire and puts them in a convenient spot for bombers, but helps greatly against enemy dock assaults/dock ninjas. I've also seen people bunch their turrets together in one spot to make them easier to defend, but this too is very risky because of "combo kills" (for lack of a better term) against the turrets due to splash (I, myself, have killed up to three turrets in a single stack). Point is that manual turret positioning (aside from mega concapults) comes up with some very interesting strategic choices all with their pros and cons... kind of reminds me of tower defense lol.
I'd much rather see something where the turrets explode if they leave 5000m of the station. I wouldn't worry about offensive concapults, it's much easier to use missile stacks not to mention that attackers can't reload at the station. They would also have to stand still for a period to lay them.

Personally, I'd settle for roid torpedoes. That'd make them deadlier than they already are.
