Looks like we're having that old XP bug from a previous update--any gain of XP punts you up to the next license level with 0xp towards the next license, and unable to gain any more XP.
You can gain XP.
I did some testing and here's my breakdown:
Any amount of XP gets you License 1 when it should get you license 0.
The license 1 requirements (1,000 XP) get you License 2 when it should be License 1.
And I'd hasten to infer this trend continues.
The display is broken too, though. It shows 0XP of whatever forever unless you get a new level ABOVE the license requirement (like 1012 of 1000 will show as 12 of 2500 for the next level).

The new Raptor, works quite well in storms; it's much easier to spot enemies and bots coming at you. We have yet to see if it makes a decent surprise attack ship in storms yet.

Well, once the surprise is out, it's as clunky as always. So make sure you use those little extra seconds to set up a devastating attack. Or I guess you could always follow the target just outside his (Supposed) radar range and close in to blast him as he jumps out.
Can you stack an extra storm extender on the Raptor?

They may see forever, but I think most bots will ignore you if you're more than 4000m from them.
I know collectors do it for certain, and I've seen Assault bots do it as well.

I had 47/50 EC-89 kills yesterday. Today I had some bus fighting and killed other players 3 times. And now it's 3/50 o_O

As far as the whole clunky thing goes, I can fight as well in those as anything. Not saying much, from me, but eh.

I got a few kills today in Raptors. They aren't as bad as everyone says they are.
It's always easier to blame the ship. Take me, for instance, I ALWAYS fight in Raptors, why do you think I suck so much?
In this case, we can safely say that it is not the ship.
It's VO then. It most certainly cannot be me!
FYI to anyone who wasn't online at the time, Andy and Ray fixed the XP/bus hunter problem. Glad the raptor is proving more useful.
