So, a "me too" probably isn't all that beneficial, but I can confirm that rglow=1 b0rks the fog on my nvidia card. (7900 GLX under Debian Linux/AMD64, 96.31 drivers)

Setting rglow=0 before entering a storm seems to make the fog work just fine.
